The RS650 basic plus Wolf Garden anvil loppers are for the individual that isn't too concerned about the beauty of the garden but rather just need to tidy it up. An Anvil lopper gives you more power which consequently allows you to cut plants with a larger diameter (40mm) but the cut it not as clean and therefore doesn't help the plant regrow.
